Planning and Research Administrator, Florida Department of Environmental Regulation (1985-93): Managed all agency-based strategic and operational planning activities; administered the federal grants processes; regulated processes on behalf of the Secretary in support of the administration and management of the agency and; guided the agency's research activities. Personally governed all strategic and operational planning activities of the Department. Provided direct oversight of the development of the Department's environmental indicator system. Designated by the Secretary to represent the Department as the Agency Planning Officer.

Experience at The Florida Center for Public Management:

State and Tribal Air and Radiation Planning Project (STARPP): Conducted a stakeholder process to identify planning initiatives and tools to improve coordination and integration of air and radiation planning activities among EPA, states and tribes in each region.

National Air and Radiation Indicators. Project: Developing national air and radiation environmental indicators for the EPA's Office of Air and Radiation.

Regional Environmental Strategic Plan (RESP): Developing a regional environmental strategic plan and accompanying indicator system in conjunction with the EPA and the secretaries of the eight state environmental agencies of EPA's Region 4.

State Environmental Goals and Indicators Project (SEGIP): Providing informational services and technical assistance on how to develop and use environmental indicator systems to all 50 states in cooperation with the EPA.

Florida Assessment of Coastal Trends (FACT): Preparing an environmental indicator system and report for Florida's coastal areas for the Florida Coastal Management Program of the Florida Department of Community Affairs.

Strategic Assessment of Florida's Environment (SAFE): Developed the Florida Department of Environmental Protection's environmental indicator system.

Florida Comparison of Environmental Risks (FCER): Performed a two-year comparative risk assessment of all significant environmental issues facing Florida.

ECOSAFE: Designed a prototype planning process for use when conducting planning for designated ecosystems. Prepared environmental indicator systems for the Hillsborough and Apalachicola River ecosystems for the Florida Department of Environmental Protection.

Florida Institute of Phosphate Research Indicator Development: As part of a larger strategic planning project, prepared environmental indicators to measure the industry's progress in dealing with environmental issues.

Southeast Regional Environmental Indicators Conference: Conducted two-day, EPA funded conference on environmental indicators for environmental professionals from the EPA's Regions 4 and 6.

National Environmental Goals and Indicators Conference: Planned and conducted, in cooperation with the EPA, a two-day national conference for environmental management and policy professionals from all 50 states.
