During the past year the Florida Institute of Phosphate Research (FIPR) has been involved in a dynamic process designed to tighten the focus of the agency and create a framework for making management improvements that could have far reaching effects on the agency. Specifically, a public strategic planning process was conducted that had the following ultimate purposes:

A critical step in supporting this process has been the development of an indicator system designed to measure progress in dealing with the issues defined in the strategic plan. This document summarizes the indicators proposed to assume that role.

Presented here are the indicators that best met the needs of measuring the current strategic issues. In some cases, present data sources do not permit the selection of indicators for critical areas. In these circumstances, indicators have been proposed for development. The development of such indicators should be considered as a part of FIPR’s research agenda. The indicators developed by staff have all been peer reviewed by FIPR and industry staff and other identified technical reviewers.
