The State and Tribal Air and Radiation Planning Project (STARPP) is a cooperative agreement between the U.S. Environmental Protection Agency Office of Air and Radiation (OAR) and the Florida Center for Public Management (FCPM) to assist states and tribes in examining planning tools and processes that can support and improve state, tribal, and federal air and radiation planning activities.

The Environmental Council of the States (ECOS) has entered in a partnership with FCPM and OAR to assist with the project.
