Prospective Indicators for State Use in Performance
Partnership Agreements
The State Environmental Goals
and
Indicators Project (SEGIP) is a cooperative agreement
between the Florida Center for Public Management of the
Florida State University and the U.S. Environmental
Protection Agency and represents an attempt to ensure the
effective participation of state environmental agencies in
the development of environmental goals and indicators.
Within the context of this mission SEGIP has volunteered to
provide
U.S. EPA with a group of prospective indicators that are
appropriate for use in structuring state agreements as
conceptually proposed for Performance
Partnership Agreements.
In identifying these indicators the following qualification
standards were applied:
- The indicator is national in scope and can be
consistently displayed at the state level.
- The indicator meets SEGIP Essential Indicator Selection
Criteria (see Appendix C).
- The indicator currently exists and is available to the
states.
- The indicator reflects a direct environmental
value and not an administrative or program result.
Administrative measures that summarize counts of definable
environmental degradation (e.g., exceedances, spills) are
acceptable.
- The indicator supports an environmental result relevant
to the EPA-State relationship as envisioned in the proposed
Performance Partnerships
Agreements.

AIR
- Carbon Monoxide Emissions and Exceedances
- Nitrogen Dioxide Emissions and Exceedances
- Sulfur Dioxide Emissions and Exceedances
- Particulate Matter Emissions and Exceedances
- Lead Emissions and Exceedances
- Exceedances of the Ambient Standard for Ozone
- Volatile Organic Compound (VOC) Emissions from Motor
Vehicles
ECOSYSTEMS
- Changes in Wetlands in the U.S.
- Cropland Erosion
WASTE
- Hazardous Waste Generated
- Reductions in Toxic Releases
- Toxic Chemical Releases by Media
WATER
- Total Pounds of Toxic Chemicals Released Annually to
Land and Water
- Percentage of Streams and Rivers Impaired by Pollution
- Percentage of Lakes Impaired by Pollution
- Pollution Sources Affecting Harvest Limited Shellfish
Bed Acreage
- Percent of Hazardous Waste Sites with Confirmed
Contamination of Ground Water
