The Toxic Release Inventory (TRI) is a federal program which requires manufacturers to report releases to air, water, and land if they use large volumes of listed chemicals. Forms are filed annually, and a copy of each form is also sent to state government. California has maintained a TRI data base since the inception of the program in 1987.
