Dear Governor Weicker:
I am pleased to submit to you the Environment/2000: Connecticut's Environmental Plan 1992 for your review and approval. Environment/2000 satisfies the requirements of Connecticut General Statute 22a-8, by presenting a long range plan which identifies th e State's priority environmental issues and sets the agenda for Connecticut's environmental programs.
This Plan is the result of long hours of work by the Environment/2OOO Advisory Board and by the Department of Environmental Protection staff. Using the 1987 Environment/2000 Plan as a base, this version includes revision and amendments to the earlier Pl an and puts forward new issues. The draft revision was sent to government agencies, environmental organizations, businesses and industries, and public interest groups for comment. Additional input was obtained through a series of public meetings held ac ross the state.
This Plan identifies fifty-two issues of critical environmental importance dealing with such topics as preservation, pollution control, resources management and environmental services. Goals and strategies have been developed for each issue with the int ent to achieve the objectives of the Plan while providing for continuing environmentally sound economic growth for Connecticut.
The Environment/2000 Plan has proven to be an important management tool for the Department of Environmental Protection since it is comprehensive enough to set standards for environmental protection but dynamic enough to evolve as necessary. I fully endo rse this document and hope that you will adopt it so that we may all work together towards its accomplishment.
