Dear Commissioner Keeney:

In accordance with Connecticut State General Statute 22a-8, I have reviewed the submitted Environment/2000: Connecticut's Environmental Plan, 1992 revision and have determined that it meets the intent of providing this State with a statewide plan for the management and protection of its environmental and natural resources in furtherance of legislative policy.

In 1992, the global community joined together at the Earth Summit to formalize a program which would protect the Earth's resources while providing for sustainable economic development. Worldwide there is growing understanding that environmental protecti on is not only compatible with economic recovery it is actually a profitable investment in the future. The status of our resources and the quality of our environment is the wealth of this state. That wealth and that capital determine quite precisely our standard of living and the quality of our lives. It must have our commitment.

Environment/2000 serves as the blueprint for Connecticut's environmental future. Our health and safety, natural resources, recreational opportunities, and cultural heritage depend on how well we can implement this plan. I know that if we all take respo nsibility as stewards of our environment, we can indeed achieve the goals and objectives which Environment/2000 sets forth.

In approving this plan, I challenge Connecticut's state agencies, legislatures, business and industry, educators, and private citizens to work together to ensure that the future envisioned by Environment/2000 will indeed become a reality.
