Air Pollution Control

GOAL:
Protect public health and the environment from the adverse effects of air pollutants.

OBJECTIVE:
Attain ambient air quality standards by date established in the Clean Air Act Amendments.

STATUS & TRENDS:
The state has been successful in improving air quality for all criteria pollutants. Connecticut is not in violation of the Ambient Air Quality Standards for critical pollutants other than ozone. While ozone, our most serious problem, has declined in pe ak concentrations and the number of exceedance days, all of the State still experiences frequent violations of the national ambient air quality standards in confined industrialized areas. Passage of the 1990 Clean Air Act Amendments enables and mandates further improvement in the State's air quality.

GOAL:
Provide for safe commercial and recreational boating operation, navigation and increased access to the State's waters.

STRATEGIES:

  1. Develop control programs that attain and maintain ozone air quality standards and submit these for approval to the EPA as part of the State Implementation Plans (SIP) pursuant to the 1990 Clean Air Act amendments.
  2. Continue to issue permits which require the best pollution control technology.
  3. Develop State Implementation Plan incentive programs for air pollution sources to reduce emissions.
  4. Develop programs to reduce localized carbon monoxide and small particulate matter ("PM-10") concentrations.
  5. Continue to enforce the provision of Section 22a-173 of DEP's regulations in order to remedy objectionable odors.
  6. Increase the scope and use of the current air quality monitoring network.
