Solid Waste
GOAL:
Reduce waste generation and ensure proper management of the residuals.
OBJECTIVE:
Encourage individuals, organizations, business and government to maximize source reduction and reuse opportunities; and manage the solid waste stream through recycling, yard waste composting and other environmentally sound methods.
STATUS & TRENDS:
In 1991, Connecticut's State Solid Waste Plan was adopted. The Plan established waste reduction and recycling goal minimums, and limits the capacity allowed for waste incineration and land disposal facility development, development of ash and bulky wast
e disposal sites, and the treatment and reuse of ash residue. While many of the Plan's recommendations have been successfully undertaken, issues such as market development, expansion of source reduction efforts, the siting of ash residue and bulky waste
facilities, and consumer education/behavior modifications need to be addressed.
STRATEGIES:
- Implement and revise as necessary the Connecticut Solid Waste Management Plan.
- Promote source reduction through public education, voluntary initiatives, legislation and regulation.
- Enhance the statewide mandatory recycling program by promoting advanced technologies, encouraging more public/ private investment, and ensure strict enforcement.
- Separate and manage household hazardous waste and establish permanent regional collection facilities.
- Develop a comprehensive state-wide bulky waste management strategy and incorporate into the state's Solid Waste Management Plan.
- Develop ash residue landfills, while promoting alternative uses for the ash residue material.
- Close and secure landfills which have reached capacity or experienced uncontrolled discharges of contaminants in violation of water quality standards.
- Develop a comprehensive landfill management program consistent with federal guidelines.
- Assure that adequate management systems exist for all Connecticut generated special waste including asbestos, biomedical waste, and construction and demolition debris.
- Promote market development for recycled products.
- Encourage businesses to minimize waste, i.e. packaging and disposable products.
