It's not enough to point to various programs or staff dedicated to protect and enhance Minnesota's environment. Citizens want - and have a right to expect - a measure of success from the state resources devoted to environmental protection.

This insert to the Minnesota Pollution Control Agency's 1994 Biennial Report to the Legislature is a collection of measurements that reflects the progress made in environmental protection and the emerging issues that have yet to be addressed. These graphs present a snapshot of Minnesota's environment - one that provides both recognition for Minnesota's achievements and encouragement for the challenges ahead.
